Dream Theater has launched their official "bootleg" store online, which is available at http://www.ytsejamrecords.com. There's a interesting item( Maiden related) on it, the 'Los Angeles, California 5/18/98' CD featuring Bruce Dickinson as a special guest. More details in here.

I thought bootlegs were recordings made by fans or that were not intended to be released as an official album (at least at the time of recording)

I don't know how donnington is released. Is Maiden England "official bootleg" too?

Donington (the LP not the video) was released in 1992, and is simply a recording of a radio broadcast and not recorded especially for a live album, and it has no overdubs or production, hence it being an official bootleg.

Maiden England CD is another one. It's not actually official to the band (the CD with the video was produced by PMI Sound & Vision, so it's not official) and it was released in 1994.
